An EMI reminder and a festival loan offer are not the same WhatsApp category. Utility in India is ₹0.138 on Mark360.ai. Marketing is ₹0.94. Authentication templates exist in the product docs for one-time passwords. Pick the category Meta expects, because a mismatched template is how numbers lose quality.
